Create a new special page that lists all pages with an item that has no labels in a specified language.

For bonus point: list all pages that have an item with no labels in a language, but with labels in another language. Make both languages selectable.

Having the possibility to enter the lables immediately would be even better.

Perfect would be if it deals with descriptions too.

Use the Special Query Page Specialpage so that it can be exposed via API too.

The special page should be made so it is possible to use the translate extension with its translate memory for localizing across languages.

This bug is about a list across items.
