Obviously any user can pick up a formerly used account name after the former user's account name has been renamed to a new name.
For example http://de.wikipedia.org/w/index.php?title=Spezial:Logbuch&user=Nbruechert which has been picked up in a recent discussion so for unexperiences users it appears that the former user contributed to a discussion.

A creation of a "stub" account in it's place so no one else can register an account? Just in case it might be used for "bad purposes"? (though, I have seen some 'crats do that on some wikis) What if someone validly wants to use that username? They then have to request a usurp?
Appearantly this was already reported as Bug 15181. Why should any other user want to register under the former user name of the renamed user? All signed talk enpage discussions would be contributed to the wrong user since signbatures in ddiscussions don't get modified.
