Please add an interface that will allow bureaucrats to assign and remove bot
flags on their own wiki.

Working version of Special:Makebot 

This is a working version of Special:Makebot; I adapted it from
SpecialMakesysop.php and removed the bureaucrat-flagging options. I did not
make any changes to the "steward" section, as they see the full
Special:Userrights page anyway. I've tested and used it on an up-to-date
installation of Mediawiki running with the Wikimedia steward/bureaucrat format,
both with steward permissions and bureaucrat perms.

Special:Makebot (a different extension) is now live on Wikimedia sites.
