See RobLa's proposal a while ago. We still have plenty of extensions and other pieces of MediaWiki whose interface and messages don't fit ("physically") for translation, we need something simple that devs can be really encouraged/forced to use.
Maybe this should be under testing component?

I suspect this could be done as a customized Language class that applies transformations; by just using it for user language there would be no worries about bad data formats for internal configuration.
