sync-common is run by puppet before starting Apache to ensure we have a fresh copy of MediaWiki. It ends up calling scap-1 then scap-2 script which has an hardcoded NFS server value: if rsync -a --delete --exclude=**/.svn/lock --no-perms \ 10.0.5.8::common/ /usr/local/apache/common-local
the scap-2 script is installed by wikimedia-task-appserver I guess it should be through puppet so we can easily alter the NFS server IP. Rephrasing summary and marking for ops.

Ori submitted a change: https://gerrit.wikimedia.org/r/#/c/57854/
Change merged and the puppet manifest got created. So we now have scap-2 on beta alhtough it does not work. That still close this bug.
