It would be nice to have a method to upload files to Commons directly from other wikis.

Upload by URL can be used for this, though, pull to commons, rather than push from other wiki

I added a restriction to keep it by domain, as the apaches would only be able to do internal requests ;)

Note that there are also a whole bunch of social issues associated with this feature, like how will the Commons community inform uploaders that their files are against policy, need to be categorized, etc.
