The AFT5 feedback page doesn't work well on IE8.

Some of the issues include: 

* The filter and sort links and drop-down menus do not work.

* The icons are the wrong size. They should be resized to match Pau Giner's latest  mockup, in order to work on IE browsers.

Fixed:
1. Icon sizes
2. JS syntax to match IE8 insane requirements ('new', seriously?)
3. Flyover panels positioning and layout
4. Removed MSIE8 checks from frontend, special page and talk page link insertion

Please note that to accommodate for MSIE8 the flyovers' width had to be extended to 350px (same as the activity log flyover).
