Actually, I think doing this for all internal links would be very unhelpful - wiki pages tend to be very densely linked, for navigating while online. Once printed, though, those links are generally useless - you can't click the piece of paper to follow the reference, and it's not all that useful to have a whole list of URLs of other articles from the site you happened to print from, especially when most can be inferred from the text itself. In the example you give, does it really add information to print the fact that the encyclopedia has an article on "Romanticism" and that you should look it up if you want to understand the word "romantic" in the text? This is of course an issue that would need to be considered if a "paper Wikipedia" were to be published - encyclopedias already geared for print have far fewer "links" (usually denoted "qv", by some symbol such as "*", or with a web-imitating underline), and tend to minimise the equivalent of "piped links" (e.g. "romantic (see Romanticism)") because they break up the flow of text. Instead, they rely on the reader to look things up in the index or the book's alphabetical sequence - which of course they have to do even if it *is* marked as a link or a "see also". They certainly wouldn't print a list of footnotes on each page showing page numbers (the equivalent of URLs) for every other topic referred to, however passingly. *External* links are a different matter, as these are more likely to be references which a reader might want to follow up, and are generally impossible to infer from the text. Currently, these get expanded next to their text, which is adequate but slightly ugly, especially for the numbered ([1],[2],etc) form, which potentially ought to render as footnotes *on screen*, let alone on paper...
