The flag that determines whether or not to display the curation toolbar is currently being ignored, and the toolbar is displayed regardless. Since the curation toolbar isn't ready for primetime, this needs to be fixed before the current version is rolled out to en.wiki.

Please leave this bug open until 1.20wmf4 is updated (so that it blocks 1.20wmf4 tracker bug)

I tried pulling this into 1.20wmf4 myself, but I ran into an error:
