Also, depending on how bug 26992 is solved (bug 26992 is: New feature to change any configuration variable from the UI, and store them in the database), we may be able to do this as part of that. As long as it is possible to restrict the configuration per section (e.g. someone who is allowed to change the logo should not have to be allowed to change the group permissions of anonymous users to allow changing the site configuration :D)
