Whoops sorry submitted this accidently without writing the description!
This is spurred on by Bug 36746

If we allow users to disable images it also feels like we should also disable javascript as well. 

We might want to consider grouping these 2 functions - turning disable images to 'enable simple mobile site' / 'disable simple mobile site' and in the action also stop serving javascript as well.

Making this a core bug.

I believe it would be useful in the user preferences page to allow users to disable javascript on desktop/mobile.
