If possible, PNGs should be compressed after they have been uploaded. They should also be compressed when resized for an article.
The PNG format is inherently compressed.
But there are different levels of compression...
And the user ought to select the best possible compression for it. There isn't, as far as I know, an easy way for us to create an even-more-compressed version reliably on-the-fly, using the time and resources we have (consider, from page request to page display).
