We should reverse the arrow on the footer as it expands in the opposite direction of article sections

It doesn't..?
The section still expands below the arrow... however it also attempts to jump to the toggle of the page which might give the impression of it loading in the other direction.

Would be keen to get input from a designer if we are going to change this.
