Is there a reason as remote uploads aren't allowed for bots? I'd like to do Asynchronous uploads. It seems that the amount of bandwidth used would be the same for the server. If not, is there a toolserver page that we could post to, to do Asynchronous uploads?

What exactly are you requesting? Side loading, asking MW to grab an image from a specific URL?

Yes, I'm asking for "Uploading from URL" to be enabled for the commons for bots. It doesn't make sense to have to download/upload, when the server can also download with the same bandwidth.

I currently get the error:
  <error code="copyuploaddisabled" info="Uploads by URL is not enabled.  Make sure $wgAllowCopyUploads is set to true in LocalSettings.php." xml:space="preserve">
