However, when selecting the Europe/Moscow Time Zone in Special:Preferences, the Time Zone still shows the old Time Zone difference of 03:00 rather than the 04:00 that it was changed to. Is there a way to manually update this on MediaWiki 1.17, either through the database or on the server? I do have access to both.
This needs bringing up with PHP and getting them to fix it... And then updating your version of PHP to include that update
