Wikimedia migrated from Bugzilla to Phabricator. Bug reports are handled in Wikimedia Phabricator.

I've had trouble trying to create the "+" article on wiktionary.  I've tried
putting the "+" character into the search box, but it doesn't provide an article
creation link.  I also tried linking to [[+]], but the link didn't work.

Certain characters are not allowed in titles by the software, for various
reasons. See http://meta.wikimedia.org/wiki/Help:Page_name#Restrictions

There was a bug recently discussing whether such restrictions are really
necessary (concluding that yes they were), but I can't find it at the min.
