We should create 2 new user preferences:
* Hide all fundraising banners
* Hide all non-fundraising banners

Each should be a simple checkbox.

This seems like the sort of thing that belongs in a gadget or userspace, not a preference. If enough folks think the banners truly need to be hidden to merit a preference, perhaps there's something wrong with the campaigns or the banners themselves, as ones that are completely irrelevant to users shouldn't be shown to them at all, and such...

With the move to only displaying fundraising banners to anons, I would move to wontfix this.
