On http://commons.wikimedia.beta.wmflabs.org/wiki/MediaWiki:Common.js I even tried to delete&restore common.js but is simply does not update (except if you change your skin or language)

Just try it yourself. (e.g. with a new console.log-line)

I don't know whether this is specific to MW 1.19 or just the test-environment.

Hope this is just a beta problem.  Remove from "1.19wmf deployment" milestone if it is

I noticed this as well, using Google Chrome.
Then I opened the Network tab of the error console, and localized the JS file corresponding to Common.js
http://en.wikipedia.beta.wmflabs.org/w/load.php?debug=false&lang=en&modules=site&only=scripts&skin=vector

and opened it in a new tab. Even if I reloaded that page, it wasn't changing. Then I added "&purge=asd" to the end of the URL and it was updated to the newest version.

Have you tried waiting five minutes after changing Common.js ?

But the content of the previous URL is still not updated. Compare:

Right now, these two pages are identical, but a few minutes ago, they were different. The first page had the content from before this edit:
http://en.wikipedia.beta.wmflabs.org/w/index.php?title=MediaWiki%3ACommon.js&diff=55009&oldid=55006
which happened more then five minutes ago.
