Doesn't appear to be any different when not transcluded:

Would need to add support for a param there, assuming it's not being used for something else... looks like it is not being used at present at all so would be safe to use.

Same for Special:NewFiles, too. {{Special:NewFiles/15}} previously (1.17) yielded 15 files in the gallery, now lists 50.

removing keyword design. Other special pages support lmiting the query via subpage, this is not a new or controversial issue.

Switching component back to Special Page. Transcluding special pages is still a Special page issue, not a template issue.

Personally I don't think this deserves high priority, but i'm not touching that field.

p.s. Forgot to mention there is also a work around of doing {{Special:newfiles|limit=15}}
