After Add Bookmark is moved off the main menu, let's add inter-wiki language links at the top level, in the same spot that Add Bookmark used to occupy.

This menu button could have the title:

Uses list style of the bookmarks & history dialogs. Slurps the links from the hidden <select> on the iframe.
