Currently, the <noinclude> tag only prevents inclusion when the template is
included the usual way. When using the subst: syntax, the noinclude tag doesn't
work and unwanted text ends up in articles (for example, categories intended for
the template only).

An easy fix would be to scan the template for noinclude tags and remove their
content (and the tags themselves) from the template string before inserting it
in the article

includeonly should work with "subst:", too.

Rectified the summary to include <onlyinclude> and marking the bug as FIXED in
CVS HEAD
