With reference to http://www.mediawiki.org/wiki/Article_feedback/Version_5/Testing, I have been doing Phase 1.0 testing.  I note that the Call to Action has a dismiss button (X in the upper right corner), but the basic Feedback window does not.  I believe that it should, so that users who don't like it can get rid of it.

Thanks for this feature request, Bill!

It would be possible to add the 'X' button everywhere, but we're not sure it's needed at the bottom of the page.

We will consider it for phase 1.5, which starts as soon as we launch 1.0 this week (for limited testing on 10k articles.) 

If we get the same request from a lot of other folks like you, we will consider adding this feature across all feedback forms and CTAs.

Note that there is also a way to disable all AFT forms by going into user preferences.

Please note that there have been more requests for hiding the form at the bottom of the page as well, so we will be adding this feature request in an upcoming release. It would have the same effect as hiding the form in overlay mode.
