Broken out from bug 32903:

Probably should actually redo this selector anyway so it's easier to filter
through given the size of the data; a search filter that works on lang code,
native lang, and english name wouldn't hurt. (eg start typing "fra" and
"francais" and similar will be shown, so you don't have to zip down through a
hundred things to find it)

We might want to consider adapting the Universal Language Selector. :)
