Paging goes wrong when no prefix is specified. Seems to have been that way since at least 1.14 or lower.

*Goto https://test.wikipedia.org/wiki/Special:PrefixIndex 
*Click 'Go'
*Click on the 'Next page' link

Expected: list of pages 
Result: only one page

The link works fine, at time of writing it links to:

https://test.wikipedia.org/w/index.php?title=Special:PrefixIndex&from=RFC_test_page_01

Which shows only "RFC test page 01", which is correct as it has no subpages. The following shows a list.

https://test.wikipedia.org/w/index.php?title=Special:PrefixIndex&from=RFC_test_page

The bug is in the linking on the initial page, it should probably link to Special:AllPages instead.

No prefix -> nothing to show.

If you want to see all pages, use Special:Allpages.

Aha! This is covered over in bug 16434... fix needs to be made there.
