The language committee and WMF Board have approved the creation of Wikipedia in Veps.

Can this be double checked pls? https://en.wikipedia.org/wiki/Veps_language says: "natively as vepsän kel’"

Maybe "kel’" means language? 

In any case names.php has to be changed. Current entry is "Vepsan kel'".

"kel'" does mean "language" indeed. That's the only Uralic word that I know :)
I changed the "a" to "ä" in r105832.

DNS entry exists meanwhile:

vep.wikipedia.org is an alias for wikipedia-lb.wikimedia.org.
wikipedia-lb.wikimedia.org is an alias for wikipedia-lb.esams.wikimedia.org.
wikipedia-lb.esams.wikimedia.org has address 91.198.174.225
