The magnifying glass seems to have mvoed down in 1.18

FF7 on linux looks normal.  Browser?

Platonides told me told me the screenshot was of FF7 on Linux also.  I
should have asked if he is still seeing it.

I should have asked for more info, things like any spare CSS that he
is getting.

Maybe we can reopen the bug when we have more info.

According to comment 27 on bug 27478, this happens on wikis with $wgHtml5 enabled; reopening.
