I think that Language::commaList returns null, but I have absolutely no idea why it would do so -- or even how an invalid language code is allowed to be constructed.
No, it's a configuration error in the uselang hack setup. Fixed by http://commons.wikimedia.org/w/index.php?title=MediaWiki:Upload-permitted/deownwork&diff=61127879&oldid=9530085 Fix will become visible once the message cache has been updated.
Closing; message has been updated, and the message is being displayed correctly now. Was not a MediaWiki problem anyway.
