On 1.18wmf1:

When opening an article to begin editing, the cursor is not focussed in the edit box.  You can still type in the box, but moving around is impossible.

When you click on the text in the edit box, the cursor appears and you can proceed to edit in the normal fashion, and use cursor keys to move around within the text.

Noticed this on fr.wikipedia while editing an article there, happens both when logged in and not logged in.

This has been around for a while; focus is actually being set, then somehow gets *unset* when rejiggering the editor layout.
