(From [[WP:VPT]]): I have "Prompt me when entering a blank edit summary" checked in my edit preferences. I am no longer getting the prompt when I try to enter a blank edit summary for an edit in my user space. I get the prompt with other edits, as before. Is this an accident or an intentional feature?

I don't know if it also applying to userspace was intentional. Though I expect if it wasn't intentional for article like subpages it would still be something you'd want to apply to the css/js subpages.

As Daniel noticed, this was done intentionally by r13596. Users were complaining about the notice on their own user page since they pretty well know what they are doing and nobody else is probably interested in a summary. So to stop annoying self, the feature got disabled for your own pages. This bug probably deserve a working as intended bug resolution :D
