I would presume the code is CheckUser, but I can't find for the life in me where the function is defined

How often does this come up?

The function is in CheckUser.php on 1.17.

It isn't clear, but this doesn't look like it is on a newly-deployed 1.18 wiki. Marking priority appropriately.
