I disabled WikiEditor in my preferences on test2 (both "Enable enhanced editing toolbar" and "Enable dialogs for inserting links, tables and more", and even "Show edit toolbar (requires JavaScript)") but it shows up on edit pages regardless.

Unchecking "Enable enhanced editing toolbar" gives me the classic edit toolbar on test2.wikipedia.org.

Works for me too.  Tried with both Vector and MonoBook using Chrome and Firefox on Linux.  Please reopen if you can provide more details that help us reproduce this.  Thanks!
