There is no way to upload using UploadWizard a new version of a currently deleted file. There's not even a link to the http://commons.wikimedia.org/wiki/Commons:Undeletion_requests equivalent.
I think it's intentional that you can't re-upload a deleted file. However, you're right, we should really provide a link to the Undeletion Requests page. This might be as simple as a change to the messages file to include the link. I'll check with Neil about what he thinks is the best implementation when he gets back next week.
This is problematic for testing as well, since you can't upload, delete, then re-upload the same files. There's really only supposed to be a warning here, not a rejection; the wizard shouldn't be trying to enforce rules that may not exist because it doesn't know why the old file was deleted or if that reason would stand against a new upload.
