This configuration variable has been removed from MediaWiki, and logging of autocreation is incompatible with our privacy policy, see bug 19161 for discussion.

As per discussion there is no symbol of leaking your personal identity, auto created accounts are also enabled on test wiki.I think leaking IP addresses are the Concern for Wikimedia Foundation.

This isn't negotiable and it's not something that can be flipped on for just one wiki. If it's decided that it's not a privacy vulnerability, it will be turned back on globally. It will not be turned on for just one wiki.
