For AJAX-driven applications like UploadWizard, it is handy to be able to check if a title is blacklisted or not before actually creating the page.

Shouldn't the check be for if the page is creatable or not? That way it would get things that can't be created due to say being protected, in addition to blacklisted titles.

Isn't this a dupe of bug 28577?

Which presumably should put a hook/similar in, which TitleBlacklist can hook onto...
