The IP in the URL above was blocked on may 15 for 3 days, on 17 of May he started editing (vandalizing).

No, it was blocked the March 15, not two days ago; that behavior is correct, but I don't get why there's a message on its contribution page.

I'm not entirely sure, bug 27858 is still open for a similar issue. Without looking at the code, both of these bugs sound like they could be caused by a caching issue (user still registered as blocked even though the block expired)
