Right UploadWizard's description language list is identical to the MediaWiki interface language list. We include things like Simple English, Serbian Cyrillic, Formal German, etc. Some of these aren't actually languages, but rather scripts or dialects, thus Commons doesn't have language templates for them. The full list of Commons language templates can be found here: http://commons.wikimedia.org/wiki/Category:Language_templates (327 currently)
I can take this one.
Nimish thinks this is a feature, not a bug, and we should just create templates for all the codes, regardless of whether they are "real" languages or not, and let people choose if they want to use them or not. This sounds reasonable to me. Any objections?
Fixed in r85935.
