For "own work" uploads, it is desirable to have a license picker that describes the available choices functionally, like the Creative Commons license picker. If we are to limit ourselves to Creative Commons licenses, that's pretty easy - we just copy http://creativecommons.org/choose/ . Done. If we are to also include other licenses like US Government Work or Public Domain things get trickier. Then the only solution might be to list out every license, in some long format describing what it means. Or, we figure out some game of "animal" whereby we can ask the user questions to distinguish all the hundreds of licenses we track on Commons...

I'm not 100% sure, but it looks like this was fixed and just never resolved. If someone else has troubles with the license picker (and really, so many people do), please open a new bug with more specific gripes.
