Images that are less than 180px wide often have the |thumb| put around them,
which causes them to expand and look horrible.  Rather, the wiki should
automatically substitute |frame|   for |thumb| when the width of the image is
equal or less than 180px.

Are you asking for "thumb" to avoid resizing images that are smaller than the default thumb size?

It would be best to be clear here and not mention "frame" at all.

Fixed on CVS HEAD and REL1_5.

An explicit size will still scale up, but the default thumb size will 
not.
