Gentlemen, allow us to examine the tooltips for these two parts of action=history:

Rollback: reverts edit(s) to this page of the last contributor in one
click.

Undo:  reverts this edit and opens the edit form in preview mode. It
allows adding a reason in the summary.

The problem is Rollback needs also to mention: 'There is NO opportunity
to enter a comment! (use Undo for that).'

Yes, that is what "one click" means, but one only realizes it when it is
too late.

'one click' is clear enough. I do not want to confuse the user with a long message.
