A discussion at http://en.wikipedia.org/wiki/User_talk:NuclearWarfare#Closing_Filemover_Proposal has concluded where the outcome is a mandate for the creation of a group that has the right to move files. Admins should be able to grant the group.

FYI, this group should only be given movefile. If it were to somehow get reupload-shared... well the consensus seems to be... horror. -Sven

Can we please do the same for testwiki to allow testwiki to better reflect the current state of enwiki, and to allow testing on testwiki before admins on enwiki start granting the right?
The attempt to get a filemover capability at Test Wikipedia http://test.wikipedia.org/wiki/Talk:Main_Page#File_movers_group (in line with comment 6 above) has sadly had no responses yet. :(
