Once the Chunked File uploading extension is deployed, we should add both firefogg and html5 native chunk uploading for large files. This makes it easier to upload large files without being a DOS vector for the server architecture and can support simple resuming where a particular POST request is rest.

this has been added in a branch and prototype up here:

add support for firefogg in r88774

any issues with the integration can be added as separate bugs, closing this for now.
