Hello,
Our wiki users reached consequnece for:"as a trial period please unblock anonymous users for creating article for one week. after one week please block it again and enable extension:Flagged revisions for one month(please give editor right automatically for users who have more than 200 edits).

I'm not sure what the request is here.

Blocking/Unblocking a user can be done by administrators and doesn't have to be requested.

no no!please log out and try create an article in English Wikipedia,
As you see you can't but It's possible in French wikipedia. we want for trial Period unblock it. It's a very simple change at LocalSettings.php
Abuse filter has been enabled since 2009 and it's irrelevant to this bug

Aha! You mean granting and revoking the permission to create pages.

By default this is allowed but it was disabled on fa.wiki:

InitialiseSettings.php

Yes we are, as a discussion before it was for trial period and now creating page by anonymous users should be disable and now should install FlaggedRevs extension 
with standard configuration like dewiki on fawiki for a trial period like creating page by anonymous users, here a like to discussion:

I would like to second this request. Please revoke the create-article permission from IPs (go back to how it was until a few days ago). This is adding a lot of burden in Persian Wikipedia.

I don't want to look pushing, but this issue is troubling Persian Wikipedia community notably. Please revoke create permission from anonymous and uncofirmed users.
