Steps to reproduce:
1. Navigate to Wikimedia main page.
2. Open wiki editor.
3. Click on the 'Reference' button.
4. Enter text and click on the 'Insert' button.

Actual results:
'<ref>text</ref>' syntax displayed which is incomplete without <reference/> or {{Reflist}} tags.  Clicking on the reference link on the preview does nothing without those tags.  It will be better if we have a way to insert either one of those tags along with the '<ref>text</ref>' syntax.
