The Language committee and the WMF Board have approved Wikipedia in Gagauz. Please note that the editors seem to have fudged some facts to win approval under false pretenses: http://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_Gagauz_2#Comment People from Turkey (the language is mostly spoken in Moldova and Ukraine) who have lied about being native speakers, as well as people who don't even claim to be speakers of Gagauz, seem to be the main contributors to this project so far.

Take those complaints to the language committee, not to the developers/sysadmins.
Validity of the language used on Gagauz test project has been confirmed by a relevant linguist, test project is active, the most used messages of the MediaWiki interface has been localized. There is no rule which forbids helping to a project by non-native speakers.

The logo does not appear, because it has been set to: http://commons.wikimedia.org/wiki/File:Wikipedia-logo-gag.png and it should be set to the actual file path, which is: http://upload.wikimedia.org/wikipedia/commons/4/4e/Wikipedia-logo-v2-gag.png
But why this image not upload locally in gag.wikipedia? Logo image should be uploaded locally and protected.
No, it's not necessary, there are a lot of logos on Commons that are used on a wiki, see wgLogo on http://noc.wikimedia.org/conf/highlight.php?file=InitialiseSettings.php
