Please modify MediaWiki so that [[MediaWiki:sp-contributions-footer]] and [[MediaWiki:sp-contributions-footer-anon]] show up at the top of user contributions pages, not the bottom.  This would make more users notice the availability of the useful tools shown in that box.

I disagree with the proposal, also because there's no way to know what those footer messages will contain. There are other messages for the top.
I suggest WONTFIX.

I am not 100% sure off-head, but IIANM, there are currently no "header" messages. Adding them would be a good satisfaction for everybody.
