A newly created redirect page though index.php could automatically add its page name to its target's links table. So we can view the redirection in [[Special:Whatlinkshere/Target page]]. But seems behaviors of api.php are different with index.php. When I create a new redirect page with api.php, such page name would not be add to the target's links table. For example: [[zh:Special:Whatlinkshere/User:PhiLiP/童话]]. I create [[zh:User:PhiLiP/童話]] thought API, and [[zh:User:PhiLiP/ft]] with index.php. And you can see in the links table, only the last one was added.
Sure it's not just stuck in the job queue? API uses the same underlying stuff...

It works fine for me on my dev wiki. No job queue Created the redirect page using AutoWikiBrowser Suggesting INVALID
