If you're on a special page such as a watchlist, the link in the tab title is: 
http://en.wikipedia.org/wiki/

On The English Wikipedia this sems to take you to the Main page, but on the 
English Wiktionary and the Spanish Wikipedia and presumably others, it's a 
broken link. What it should probably link to is: 
http://en.wikipedia.org/wiki/Special:Specialpages

I FIXED it to link to the current special page in REL1_4 and HEAD, this is in
tune with how the leftmost tab works on other pages.
