The PHP-file at Special:Allmessages is Wikipedia-specific, but the language
files should not be. Thus, the language file can not be updated from Wikipedia's
Allmessage page.

Wikipedia-specific are e.g.
* usage of charinsert
* upload.wikimedia.org URLs
* he.wikipedia.org URLs

nowadays they're regularly updated from translatewiki. Marking as fixed
