On diff view the item row shows the time of an version in utc and not the local timezone as specified in the user settings.

Changing summary to reflect the request. (it was interpretable both ways..)

Additional info:
The date and time displayed on the Special:AbuseFilter/history ("Recent filter changes") page in the  "Time" column is correct. But the date/time on top of the actual diff is wrong.

Compare the date/time in the top window and the bottom window. The latter one doesn't use the user preference (GMT +2) but UTC.

Easy indeed.. fixed in r91619.
