If you include a special page at the beginning of a page (e.g. with {{Special:Allpages}}), a superfluous newline is added.
The parser adds a "<p><br></p>"; at least the <br> should be removed.

I strongly suspect this is a parser issue (it's a universal problem of all includeable special pages), but I'm not sure.
